The Republican convention held at Chicago in 1884 denounced the importation of contract labor. but millions of laborers were imported during Republican administrations to take the place of American labor. and It was left to a Democratic administration. 30 years after the Chicago declaration. to enact a real immigration law. The Republican platform of 1892 declared for efficient legislation in order to protect the lives and limbs of employees of transportation companies. The Republicans were in control for 16 years since 1892. but they never enacted any real safety appliance legislatioi.
