There was nothing in the original bill nor in the Senate bill that required a passport on the part of any person before he could enter the United States. If this report should be adopted. it will be new legislation that was never considered by the House nor by the Senate. It is new legislation. it changes conditions and the immigration law. it makes it Impossible for anyone at any time to enter the United States before he can secure a passport from ]is own country. Now. just see how farreaching this legislation is: We will say that today in Ireland some man is dissatisfied with conditions that now exist and demands that Ireland be recognized as an inlependent state. Will the framers of this provision believe that such a man could secure a passport from the British Governmient and have it visdd. notwithstanding that lie is only advocating and demanding for Ireland what that country is entitled to?
