That section provides that passports shall be issued to those who are declarants.- In other words. during the war. and for a long time before that. we issued passports to those who were not full citizens. but who had the right to go abroad. They attempt to repeal it by this act. and that is accomplished if this should become a law. In addition to that. in section 3 they practically make the consul on the other side the immigration officer to determine the question as to who shall be admitted to the United States. Furthermore. in contravention of treaty agreements. no alien will be able to leave here. It seems to me that the conferees certainly exceeded their powers.
