The right of the people to vote through their representatives and to use their judgmeat in making treaties with foreign nations. I shall not take the time of the Senate to again discuss the principles of the League of Nations and the treaty. for which I voted with the reservations. I voted for the treaty and the League of Nations. and would do so again. but liever if American sons and American resources must be called at the behest of any foreign country to sustain the t6ttering and turbulent nations of Europe. never if we are to sacrifice the centuryold Monroe doctrine. which has stabilized the Western Hemisphere. never If foreign countries can interfere in the domestic problems which are truly a part of our national ideals. never if foreign powers can interfere to bring American labor to the level of European and Asiatic. never if this countrycomposed of the greatest Englishspeaking people of the worldis to be denied an equal voice in the councils of the League of Nations. The President has iterated and reiterated his determination that the Senate abrogate its functions under the Constitution and accept the treaty exactly as it was presented to this country through the influence of foreign powers. He renews his statement in his letter to the Democratic central coinmittee of his party in Oregon. and I invite the attention of the Senate to the first paragraph of this letter.
