Mr. Chairnan. I want to state to the chairlman of the committee that I am not endeavoring to add to theappropriation. but nierely ask that an adequate sumt out of $2.600.000 be allotted to the Director General of Immigration for the purpose of enforcing the law now in existence. I will state to the Members of the House that a hearing was had and my resolution was reported. and I want to read a part of the testimony of the sipervising inspector. Mr. Berkshire. who was on the witness staind for two days. I believe. before the Committee on Inaigration. This gentleman is now stationed and has been for 14 years in ny home city of El Paso as supervising inspector. and lie testified as to the need for reenforcing the border patrol. which was established by law two years ago. President Wilson. out of the fund voted to him by this Congress Of $100.000.000 for the enforcement of law. granted $500.000 for this border patrol. Mr. Berkshire testified as follows :
