I staled that it is the very general view that by this reservation all of the particular subject matters referred to in this reservationthat is to say. immigration. labor. coastwise traflic. and so fortlhare entirely withdrawn from the jurisdiction of the league and all questions in relation to them. I believe it is the general view that these matters ought to be withdrawn from the jurisdiction of the league. because it is contended that immigration is a purely domestic question. that labor is a purely domestic question. that coastwise traffic is a purely doluestic question. find that the tariff is a purely domestic question. but when we come to commerce everybodymust recognize that a vast number of questions in 1920. 3739 relation to commerce ire international in character. Now. if all questions in relation to conmerce are withdrawn. I do not inagine that ay friend of the league would desire that result. and I ask tile Senator if that is his understanding of it? I will say to the Senator. in explanation of my inquiry. that it is not .ny understanding.
