The question before the Senate is this. reservation: That no member nationis required to submit to the league. its council. or. its assembly for decision. report. or recommendation any matter which it considers to be a domestic question. such as immigration. labor. tariff. or other matter relating to its internal or coastwise affairs. That reservation is clear and specific* and no man can claim that under it the United States is in any possible peril. The only difference between it and the reservation presented on the other side is that this reservation of mine leaves the United States an equal with the other nations.
