I have a great deal of sympathy with the statement the Senator from South Dakota has just made in relation to a man after he reaches 21 years of age being compelled to go to school. even for the purpose of learning to speak the English language. but it is the great object of the bill to accomplish that purpose. Ithink below 16 years of age our school systems in the different States will take care of it now. I think if the Senator will look up the statistics he will find that the great percentage of the immigrants coming into the country who remain illiterate are men and women who immigrate here when over the age of 21 years. If we are not going to tbuch them and can not reach them in any way. I think then that a great many of the advantages. if there is any advantage to the bill at all. would be lost.
