We have got to put the conscience of America into the thoughts and aspirations of these people. What are we doing about it? Several years ago the Bureau of Education formed a division of immigrant education which has studied the peculiar problem of the foreign born. established contacts with the States and communities. worked out methods and material. and laid an excellent foundation for a broad program. On January 1. 1919. a branch of the War Department was absorbed which had been created during the war.for the elimination of bad community conditions in cities containing ordnance factories. Regional directors of Americanization were appoin ted. who have so far visited 20 States. straightening out tangles among organizations. bringing about unity -of authority. urging State legislation. securing the appointment of State directors and State committees. and preparing the field for definite work.
