Only those under 20 years of age. amounting to 16 per cent. can be reached by schools under any present law of compulsory attendance. I said before. I think. that illiteracy is one of the causes of the industrial unrest in this country. Immigrant illiteracy is a matter of concern to the United States. Wecan not understand the difficulties that arise from it. but it is a constant influence for evil. Figures have been given on the charts of.S.500.000 people who are illiterate in the language of this country.
