I *think the Senator from Maryland will not :lind .that the exact subjects covered by this bill are coveredadequately covered. anlywayin .any statute now on the books. There is no statute which in terms makes it unlawful to.advocate theoverthrow of the Government or of all governments by force or violence. We .have. it is true. -our naturalization statutes. we have.our immigration statutes which provide for the deportation of men who believe in the overthrow of government or of all government. of the anardhists. and so on.. :but thereis .no statute :making :ita distinct offense or crime C1162 to advocate the overthrow of the Government by force or violence. There is a statute which punishes a conspiracy. namely. section 6 of the Penal Code. but that section does not reach the individual criminal.
