Upon receipt of such a dispatch the State Department causes an investigation to be made through the Department of Justice. If It shows that the applicants relatives have been loyal during the period of the war and their records as to goodl character and reputation in the community are satisfactorily establisied. the State Department directs the consul to take affirmative favorable action. The present immigration law if it had been properly enforced would have been of great service. It appears. however. that there has been a woeful failure to carry out its provisions. I am not one of those who believe that we should constantly be passing new laws simply for the purpose uf. placing them upon the statute books.
