Mr. Speaker. this rule provides that it shall be in order to move that the House resolve itself into the Committee of the Whole House on the state of the Union for the consideration of the alien exclusion and deportation bill. The bill. as a matter of fact. is a House Calendar bill. This was not called to the attention of the Committee on Rules until after the rule had been ngfeed to. but the members of the committee in considering the question think it wise to let the rule remain as it is. and to provide for the consideration of this very important measure in the Committee of the Whole rather than in the House.
