After all. here is the situation: Here is a proposition to spend $600.000 between now and the 1st of July next. That is at the rate of $1.200.000 a year practically. That is a pretty expensive service to mainitail abroad in reference to immigrants coming to this country and then maintain another expensive service here. Is there no place where the Government can reduce its expenses after the war is over? Instead every bureau and deoartment increases the expenses. Here is an increase of expense and not a reduction. Nobody expects that the State Departmeii. will ever voluntirily reduce a dollar in expenses.
