Guam is a part of the United States of America. You can not make a Botany Bay out of it. Congress may. if it sees fit. of course. provide exile to that place for the punishment of those wiho have been convicted of violation of the criminal laws. but no such procedure is necessary. nor indeed is it possible to resort to it for the enforcement of the immigration laws concerning alien deportation.
