I did not intend to make a general review of the address of the Senator from Massachusetts. nor to canvass the various views that he expressed in It. simply because most of those views have been the subject of consideration heretofore. These two Ideas. however. are. in a way. novel. and I am endeavoring to confine myself to those. In the first place. I have endeavored to meet the idea that Article 10 destroys tle right of asylum of political refugees. and. secondly. I contend that. the main objection to Article 10 will still inhere in the covenant by virtue of the provisions of other articles thereof. though Article 10 should be entirely eliminated. Arbitration treaties operate similarly.
