We know that Caiada will not permit. as I say. immigration either from India or from Japan or from China. and that in that respect Canada sympathizes much more closely with the United States than with the imperial Government of Great Britain. Mr. President. I say thatI can not see why there should be any honest sentiment in America against having Canada cast a vote in the assembly of the league of nations. I am npt saying that it would not be proper to exclude Canada and. the other dominions of the British Empire from a vote in case an interest exists.
