In the late thirties Federal troops were employed to keep people off the public. lands. but finally the plowshare proved more potent than the bayonet. In 1866 that policy. as part of the permanent policy of the Government. was extended to mining claims. allowing the acquisition of title by individuals who entered upon the land and developed it aud made it productive.
