The present bill under consideration from the Committee on Foreign Affairs will enable the State Department to effectively control the admission of aliens to the United States for a period of one year after final conclusion of peace. During this period a most solemn duty rests upon Congress to enact legislation for the protection of the American people and for the secuxity of American ideals and American institutions. Our immigration laws should be framed so as to exclude the dangerous element of all classes.
