The testimony before the committee is that it will cost something like $75.000 a month for the proper enforcement of this law all over the world. because. gentlelen. bear in mind that at every port from which men and wouien emigrate to the United States we must have this systenl of passport control. It has cost a great deal of mioney in the past. but it will cost more in the future. because immligration has very materially increased already and will inicrease still more. In the month of July. 1918. only 1.2.800 aliens entered our shores. In the month of August. 1919. which is the last month for which I have figures. 32.000 aliens arrived in the United States. That means sometbinglike 375.000 aliens in a year. We all know that before the European War began there were a million and a quarter immigrants coming annually to the United States. That condition. if it is not kept in check. will be repeated in the future.
