That American consular officer can grant a visG on that passport. and therebygive him permission to embark. or lie may. at his pleasure. withhold that vis6. and prevent him from departing. But if he gets the opportunity to start for the United States and crosses the ocean. then when lie presents himself at our port of entry. New York. or Galveston. or Boston. or wherever It may be. he must then pass the usual exactions of the immigration law. just exactly as if this law had not been in effect. And in point of fact. in a great many cases during the -existence of this law. the immigration authorities at our ports have turned back men wlfo had been granted the vis6 by the American consular officers abroad. What this proposal does. in other words. is to apply two sieves to the alien who wants to come to the United States instead of one.
