As above stated. this Housing Bureau is a branch of the Department of Labor. and these unconscionable raises by it in the salaries of its employees had to have the approval of and be arranged by the Secretary of Labor. This Immigration Bureau is also a branch of the Department. of Labor. and so far as we know most of this $246.000 shortage in estimates may be- due to just sudch unreasonable raises in salaries in this particular branch of his. department. for which the Secretary of Labor should be held responsible.
