It seemed clear to me in the first covenant as presented that we absolutely surrendered the Monroe doctrine. it is not clear in this covenant. and true. like nearly everything else in the treaty. it is somewhat muddled. yet there is reference to it. I do not feel much alarm about that question. Domestic questions should. of course. be protected and. I assume. will be. Nearly everyone agrees to that who is not an insane worshiper of forms. The tariff . immigration. and other matters that might be suggested are purely within the domain of nations themselves. anti I think there will lie little difficulty in arranging that by satisfactory reservations.
