Mr. Speaker. the reasons which have led me to offer tie amendment just read is that if the language in section 5 remains as it is now there will be some doubt as to whether the two hundred and some odd thousand aliens who entered the Army. and who were naturalized under the act of Congress. could become members of lhis legion. because we use in tie section the following language. "who were citizens of the United States at the time of enlistment." I think it is only fair to those two hundred and odd thousand men. who were made citizens under the act of Congress. that they should be permitted to become a part of this legion.
