Insure to the peoples of the world a lasting peace. by the prevention of wars between nations. Second. Preserve the sovereignty of the citizens of the United States so that they would at all times be free to decide questions affecting their own nationality and inherent rights. such as control of Immigration and the levying of proper tariff rates. and Third. Leave exclusively to the decision of the United States Government the policies which it could adopt. from time to time. for the control of its foreign affairs and in dealing with other nationsSuch a league would appeal to me as one to which the United States should subscribe as a member. The covenant for aleague of nations as incorporated in the treaty of peace being negotiated with Governments of the Central Powers and other nations does not properly provide for any one of the three conditions above named. therefore. fn my opinion. it should not be approved by the Senate of the United States without first making certain reservations or modifications which would cure these defects.
