I believe we can rely upon the States and the legislatures of the States to enact such police regulations. such State statutes. as will preserve the rights of the people and the integrity of tile States. as well as the integrity and honor of tile Federal Government. I want to make just one observation by reason of the statement made by the Senator from Alabama EtWOOD. We already have now upon the statute books a 1tw underwhichIt many of these aliens could be deported. For some reason. and I do not want to be critical. those charged with the enforcemeat of the law have not. in my opinion. proceeded vith that vigor that should have characterized their enforcement of its provisions. This law. which we passed in 1918. provides that aliens belonging to certain classes may be deported from the United States. Unquestionably the Bolsheviki. those who believe in the destruction by force of organized government and of this Government. can be deported under that statute. And yet in New York City there are Mr. Martens and representatives of Lenins Russian Soviet.
