Mr. Chairman. I do not believe my amendment is subject to a point of order. It retrenches expenditure. The purpose of my amendment. gentlemen. is to reduce the salary of the commissioner of immigration at Ellis Island. who now draws a salary of $6.500. and who is very rarely at his station. unless lie goes there for the purpose of defending a detained anarchist. I have his record. and find that from the 1st of January. 1918. to about the 1st of June. 1918. Mi-. Howe was at Ellis Island three or four times. Prom June. 1918. to about October of that year his attendance amounted to 10 per cent.
