If that be true. why was it necessary to secure legislation to establish a Bureau of Labor Statistics. and why was it necessary to secure legislation for the establishment of a Bureau of Immigration. or why would it be necessary hereafter to secure legislation to establish any bureau under the Government? The organic act of the Department of Commerce contains a declaration of purpose similar to that which is contained in this organic act establishing the Department of Labor. Is it contended that because that declaration is contained in the organic act of the Department of Commerce the sum of $10.000.000. or any other sum. can be appropriated for the mere carrying out of the declaration of purpose?
