Of course. legislation of that kind is always subject to a point of order. and regardless of what was done (luring the war the Appropriations Committee is of the opinion that it should not now bring into the Houe propositions clearly subject to a point of order. thus usurping functions of other legislative committees of the House. Therefore. as to all of these bureaus not established by law they have no appropriations in this bill for the next fiscal year. The Committee on Appropriations expresses no opinion as to the wisdom or the merits of the proposition. but it does believe that the legislative committees that have control of these matters. if they desire to establish this bureau or any other bureau. should establish it in an orderly way. just as was established the Bureau of Labor Statistics. the Bureau of Immigration. the Childrens Bureau. and every other bureau of the Government. and that the Committee on Appropriations should not bring in legislation that is subject to a point of .order.
