Neither should the Government allow foreign or domestic corporations or individuals to obtain a monopoly on millions of acres of our best land. to the detriment of those who are anxious and willing to make their homes on and develop these lands in small tracts. In 1880. 25.6 per cent of the farms were operated by tenants. while at this time the percentage of tenant farmers has risen to about 40 per cent. It is a startling fact that prior to the war we were losing 100.000 of our people every year by emigration to Canada. They were American firlners. and their incentive was to secure land on which to make their homes. This emigration is likely to continue unless we recognize the necessity of providing these people an opportunity to become home owners in this country. We must take action to retain Our people. reduce tenancy. and make it possible for those who desire to become home owners. We need not go far to ascertain the reason for the decadence of a"griculture in the United States.
