Mr. President. if this amendment or the amendment offered by the Senator from New Jersey were agreed to. it would not disfranchise. as I understand. the women described by the Senator from New York . It would permit Citizens of the United States. nativeborn or naturalized citizens. to vote. The women described by him are naturalized citizens of the United States. as I understand. There are different methods of naturalization. A person can become a citizen or the United States in only two wayseither by birth or by naturalizationand every person who is a citizen of the United States has acquired that character in one or the other of these two ways. Mr. President. while I had given notice of my intention to present this amendment.
