Mr. President. this joint resolution was called to my attentionsome days ago. and I then understood that its purpose was simply to admit a group of some 1.800 Serbians. whose condition was deplorable and who. it seemed to me. It would be well to admit. but the joint resolution. as I have just listened to its readingI have not previously examined itis of the broadest possible character and opens the door to all sorts of immigration. The joint resolution refers to " aliens who are refugees as herein described." but they are not described. It appears to me that the joint resolution Is one upon which we ought to take the advice of the Commissioner of Immigration. and that we should have tie Committee on Imnmigration consider It. I did not know that it was of such sweeping character. I thought It related only to a small number of Serblans under peculiar conditions.
