There is absolutely nothing in the whole case that is not entirely regular. This is the way the situation is met ordinarily. If these Greeks had been naturalized American citizens at the time. of course the Greek Government would not then have claimed any payment for them. I remember a somewhat witty remark that may not be particularly welcome to us as citizens of the United States. A number of years ago a complaint was made to one of the ministers of a foreign country living in Washington when one of the nationals of his Government had been hanged by a mob. The minister refused to take up the case. saying to the complainant that. having investigated the incident. he had learned that the former subject of his Government had been duly naturalized and was entitled to all the privileges of American citizenship. The Greeks for whom this claim is presented were not naturalized American citizens. but were living here under treaty rights which guaranteed to them the full protection of our laws. It seems to me that if we wish our credit to stand well with our friends we certainly ought not to delay longer the payment of this obligation.
