Chairman. I offer this amendment purely in the hope that it may slightly improve an admirable bill. The provision as it stands in the bill is that an alien who has been deported under the act and who hereafter shall return to the United States shall be deemed gzailty of a felony and upon conviction thereof shall be punished by imprisonleit for not more than five years. at the end of which time lie shall be again deported. I think that in ninetyfive cases out of a hundred. perhaps in ninetynine cases out of a hundred. that provision as it stands JUrE 21. will do justice and is the right way to reach the offender whom we all want to reach in the most vigorous way possible. But I thInk in the occasional case it may be unfortunate that the Secretary of Labor shall be obliged to put the man on trial. convict him. imprison im. and then deport him.
