I want to call the gentlemans attention to the language at the bottom of page 2. I should like to get the gentlemans version of it and should also like to hear some one in favor of this bill discuss that. I refer to the provisionand that any alic of either of the two foregoing descriptions who would otherwise be excluded under said section of the immigration act on the ground that lie Is Idiotic. Imbecile. feebleminded. epileptic. insane. or has had one or more attacks of insanity. or on the ground that he is afflicted With constitutional psychopathic inferiority. tuberculosis. a loathsome or dangerous contagious disease or mental defect. shall be readmitted if it is proved that the disability was acquired while the alien was serving In the military forces of the United States or In an Independent force of the kind hereinbefore described. if such alien returns to a port of the United States within one year after the termination of the war. My inquiry is this: What does the gentleman think ahout the propriety or impropriety of admitting men who are idiotic. imbecile. feebleminded. and whether or not such a state of mind can come to a man while he is in the Army?
