I think the soundest view and tlhe most general view---although you find some authorities In1 those countries di.ssenting with regard to thatis that when a cltizen emigrmtes from one country and becomes naturalized In another lie expatriates himself from the country from which lp Pintigrates. That is undoubtedly the sound view. and tint must 11 the policy of this Government. I regard it as a matter of tile utmost importance that as soon as may be this Government shall negotiate treaties of that character with every important country on the face of the earth . and I am almost prepared to say tll:t. even if it may work hards lps in some Individual cases. if we can not finally secure treaties covering the matter. I am willing to exclude emigrants from countries of hint kind and character. necause it makes too much trouble. Therefore the conferees on the part of the Senate receded from the Senate a mendment on this question.
