I want to call the attention of the Hose to that. The proviso Is jurlsdictional with the court. to the end that the court can not set the case for n h.eariug nor can the court hear the application until two things exist. namely. there must have been 90 days notice given by the clerk to Ilie department. and the department must have nde all examination before the court gets jurisdiction to hear the case. Then everybody knows vh lie is. the neighbors unit every one else. and under the peculiar state of affairs we will all know who Is going tc be naturalized. The department has full opportunity to know. and if there ever was an opportuuity thoroughly to sift a mans conscience ald tioroughly analyze his conduct In this country by his neighbors and enemies and everybody else it is pravided here. If you find anything wrong about him we have given power to the Attorney Generals Oflice to say. " We believe there is a black speck oi this mn and at the present time he can not be naturalized." But if his record is clear. pre and white. and he is ready to fight for this country lie should be admitted to citizenship. so that he and its boys. in common with other Anierican citizens. may give their lives. if necessary. in defense of this country.
