Tile declaration of intention. or the taking of tllh final oath is. not such a preparation as will fit an alien: to be come a worthy and thorough American citizen. We have bee naturalizing citizens. not nationallzling them. As a matter o fact. at great imany aliens have taken citizeniship papers not be cause of their desire of becoming Americans. not because the3 knew of tils Governments ideals.. not because they appreciatet the air of freedom afforded by this land. not because of any pa. ticular knowledge of this countrys past and- destiny.. but in many cases because of qualifying for a position of pecuniary advantage they could not otherwise obtain or to avoild certain obligations to their foreign country. I understand that today in Chicago the number of applicants for first papers has increased from three to live hundred. per cent during the month of April of this year.
