It may be the intention and the purpose of the law that these men shall acquire citizenship before they leave the United States. but suppose those men are shipped off to France before they have the opportunity to acquire citizenship? We all know that men do not instantly take advantage of their rights. We all know that this law will not be familiar to the officers of our Army at once- or to the aliens who are in our Army. and the moment that they go to France. the moment they leave the United States. provided they enter the military service subsequent to the passage of this law. their rights are instantly stopped. because they must appear in person before the naturalizing court in order to have the privileges of this act.
