In the minute or two remaining I 1wish to say to the House that this is one of the important .paiagitiphs in the hill. .Rceently the Sutpreme Court. in the case of Morena--and. as -it is a .short :case. I shrill Insert it in the IEconD---lccided that -Where .certificates of naturalization had not been applied for within seven years they were void..and this decision had the effect .of invalidating probably .100.000 certifl-. cates of .former aliens Who :believed themselves to be citizens of the .United States. The invalidation of :their certificates ngainiilienited them. their wives. :ant :their:children. The effect of :the Supreme Court decision. of course. was Nationwide. In every congressional districtcertainly in every Statethere are men -who believed they :had qualified nder the law with regard to naturalization. but who were cast out suddenly by the decision of the Supreme Court of the United States. due: to .the .legal .conditions that will appear. Good faith to these Intending citizens. I assume. should induce us to remedy the .defects :pointed .out by tie court.
