His family lived there. and it did not appear on the face of the papers that lie had ever been in the United States at all. It is plain that this woul open the door to great frauds. and the Only essential change that is made in the present law is to take out the provision requiring such certificates to be issued by the consuls to repatriated citizens. and the bill requires a copy of the oath to be tiled with the Secretary of State and the Bureau of Naturalization Iii this country as a safeguard against frauds that uight be perpetrated under the law of October. 1917.-
