I suppose all of us have cases of this kind in our districts. but here is a case of a gentleman who has repeatedly written to me. He came here at about the age of 18 years. He was erroneously advised that when he became 21 lie would Iecome an American citizen. and about five years ago he took out ills first naturalization papers. He Is a minister of the Gospel and moves around from one place to the other wherever the synod chooses to send him. Now. under this bill. if this conference report becomes a law. will lie be permitted to take out his second papers?
