Now. thatsection. as I understand it. provides in effect that no departlent of the Government shall sLend more than the sum appropriated in any particular fiscal year. nor shall they be permitted to make contracts in excess of the sum so appropriated. Now. is it the purpose of this particular section to throw the door open wide to the Bureau of Naturalization so that it may make contracts after the expiration of the fiscal year?
