The Senator. of course. understands that the President under the present law could appbint 10 citizens of German birth. who had been naturalized. as members of his Cabinet. The Senator would not wish to restrict the Presidents power of appointment of his Cabinet sisnply because lie has the authority under tile present law to appoint 10 naturalized German citizens. if lie sees fit. as members of his Cabinet. would lie?
