The bill provides in the first place: That no alien embraced within this subdivision shall have his petition for naturalization .alled for a hearing. except after the written consent of the Commissioner or Deputy Commissioner of Naturalization shall have been received by the clerk of the court and exhibited to the courtThat Is bard enough. Then the bill proceedsand the petition shall be given no final hearing. except in open court and in the presenre of the representative of the Government from the Bureau of Naturalization. If tie Bureau of Naturalization does not present the case through a representative then the proceeding can not be opened.
