It would prohibit any German. after the war. from being naturalized here until they had this law in Germany changed. I was about to say that Germany is the only country. so far as I am aware. that has ever attempted or thought of such a provision as that. As I said Lo the Senator from Iowa . Russia and Turkey deny the right of expatriation. and we are on notice with regard to that. which is a different thing entirely. Our laws operate in favor of those who are here. but in this case tile German Government provides that her subjects may commit perjury and remain loyal Germans while apparently naturalized American citizens. That seems to ale a very unwholesome situatlon. an unsound one from every point of view. and ule tit no nation ought to tolerate.
