In the Department of Commerce there is the Bureau of Foreign and Domestic Commerce. which develops foreign trade and gathers statistics concerning foreign commerce and trad6 possibilities. the Bureau of Standards. one of the most important in this war. which can be used and is being used now all the time by the War nid Navy Departments. which makes tests to determuine the quality and standardization of materials needed for Government use. the Bureau of Lighthouses. which establishes and maintains aids to navigation on the coasts and lakes and rivers of the United States and its territories. the Coast and Geodetic Survey. which surveys thecoasts of the United States and prepares charts of such surveys. the Bureau of Navigation. which has general superintendence over the commercial marine and merchant seamen of the United States. and the SteamboatInspection Service. which inspects vessels. licenses the officers of the same. and so forth. In the Department of Labor there is the United States Employment Service. the Bureau of Naturalization. which supervises the work of the naturalization of aliens. and the Bureau of Labor Statistics. w\hich collects and diffuses information on problems relating to labor in this country and abroad. There are two departments here bidding against each other for laborthe Shipping Board and the Department of Labor.
