It presents Uncle Sam shaking hands with an immigrant laborer who can not speak English. and Uncle Sam is inviting the immigrant to do what? To learn English. to attend night schools. The circular tells the immigrant to do this becauseIt means a better opportunity and a netter home In America. It means a better job. It means a better chance for your children.
