Mr. President. we have in the Bureau of Naturalization an established agency. presided over by Mr. Richard K. Campbell as commaissioner and Mr. Raymond F. Crist as deputy. two splendid 11en. who are doing most excellent work in this line. whose hearts are in it. and who have developed it to a wonderful degree il the past four years. I was handed this morning it pililphlet prepared by Mr. Crist entitled "An Outline Course of Citizenship to be Used in the Public Schools for the Instruction of the Foreign and Native Born Candidate for AdultCitizenship Responsibilities. I am going to ask to have it printed in the RECOD. so that people 1nay see it.
