Then. too. the States are operating alone and in their own way with regard to illiteracy. Take tie State of Kentucky. Mr. President. I am sorry the Senators from that State are . ot.here. but I understand that the State of Kentucky has gone to work and has organized to put illiteracy out of commission by 1920. and that tie peopt of that Commonwealth are making splendid progress. What can the Government of the United States do with its $50.000 or with $100.000 to assist the work in all the States?
